The Student Fee Advisory Committee (SFAC) reviews proposals for funding from Student Services Fee. This process is guided by requirements in chapter 54 of the Texas Education Code regarding compulsory fees paid by students at institutions of higher education.

The funding allocated by the SFAC is generated through a Student Services Fee (SSF) for student services “which are separate and apart from the regularly scheduled academic functions of the institution and directly involve or benefit students.” Examples of these services include recreational activities, artists, lecture series, cultural entertainment, debating and oratorical activities, student publications, student government, the student fee advisory committee, and other student services not funded through another authorized (dedicated) fee.

The SFAC is composed of nine voting members – five student members and four university (faculty or staff) representatives. The SFAC will review requests and meet with appropriate administrators to determine which requests are eligible for funding from the SSF before making a funding recommendation to the university president based on available funding for the respective fiscal year.

Timeline

  • January 23, 2025 – Portal for submitting requests goes live.

  • February 16, 2025 – Deadline to submit requests.

  • Spring 2025 – Once the committee convenes, SFAC will review requests and schedule meetings as necessary until all requests have been reviewed. These meetings are open to the public and the schedule is posted at utrgv.edu/SFAC.

  • April 2025 – Tentative date for SFAC to submit a recommendations report to the president. The report (final recommendations) will be posted at utrgv.edu/SFAC.

  • May 2025 – Tentative date for requestors to receive notice of funding approved by the university president.

NOTE – When completing the SSF Funding Request form:

  • You must authenticate (log in) using your UTRGV.edu credentials.

  • It is important that all fields be completed as specified in the form.

  • You can include supporting documentation (attachments).

  • It is important that you select your division head at the bottom of the form before submitting. Your division head will automatically receive a copy of your submission.

  • It is your (the submitter’s) responsibility to ensure you are familiar with your unit’s (supervisor or division head) expectations regarding funding requests. It is important that your unit leadership is both aware of and supportive of your request prior to submitting it for consideration to the Student Fee Advisory Committee.

  • Leave the checkmark in the “Email me a copy of this report” field so you receive an immediate copy of your submission.

  • The chair of the Student Fee Advisory Committee will submit a summary to each divisional head of the requests received from their area.

SFAC Forms

The SFAC conducts its meetings in accordance with Section 54.5033 of the Texas Education Code and will publicize the type, hour, place, and subject/agenda of all meetings. These notices will be provided at least 72 hours before a meeting is convened and will be posted on the Internet and published in the university newspaper when publication dates allow.

The SFAC shall conduct its meetings with a quorum of at least five voting members. If a quorum is not reached or maintained, members may continue to meet and discuss agenda items but may not take any action.

A member of the campus community is allowed to present written and/or oral testimony for a reasonable amount of time as determined by the committee chair, on any subject listed on the meeting announcement. Testimony on the subjects not listed on the agenda will not be allowed.

While meetings are open to the public, visitors to the meetings must register their intentions to testify with the committee chair at least 15 minutes prior to the convening of the meeting. Registration must include the name of the person submitting testimony and the agenda item/subject to be addressed.

Final deliberations of the committee will be held after registered testimony is received and will be held in closed session. The final recommendation made by the SFAC will be recorded and made public.
